Why WR donot put all 12 coaches train in inplace of 9 buy coach from world when there is no fund problem?

In mumbai all local trains should be 12 coaches why WR donot buy from anywhere to check over crowd If they donot have mony they may collect from their profit sharing dept.WR may not be having good brain to think.

IT IS NOT ANY FUND PROBLEM. INFACT IT IS ALSO RELATED WITH SOME OTHER PROBLEMS LIKE PLATFORM SIZE, EFFECTIVITY, PASSENGER LOSS ETC.

It is not the matter of just fund.  The platform size, time scheduling, effectiveness, etc., matters.  Do you think, there is no one to think for that?  They could have but, unfortunately, it takes lot of field work to do with.  Any have I welcome your interest in public matter.*
