Why a company need to employ new staffs when the position are filled?

I'm not sure I understand you question, but I'll give it a shot.  I am an HR Manager for a large  company.  We will recruit for positions when we are planning to replace someone (who may be unaware that we will be replacing them) or when we are potentially getting a new contract which will require additional employees.
