I work in the industry of floorplanning.  A lot of dealerships don't own their own inventory, they borrow the money from companies like mine to purchase vehicles.  When they sell the vehicle to someone like you, they then have 48 hours to pay off the car.  This is a multi-billion dollar business all over the US.  Until that dealer pays off the title, WE hold it as colateral.  So chances are that he hasn't paid off his own loan and hasn't received the title yet.  He's probably trying to float that money for a while before he pays it off.

    He is required to give you that title within 30 days.  Beofre that 30 days is up, there's really nothing you can do.  If, after 30 days, you don't have it, you can take your car back to the dealer and ask for a complete refund.  No joke.   Call your local BMV if you have questions.
