Many people function without the use of oxyzen, and or oxygen, they are ususally referred to as idiots or jackasses. The ones who cannot survive without o2 are humans.

oxygen is needed to fuel the blood to run to the brain o_o' and your lungs need it as well

You could technically breathe without there being any oxygen in the air, but you would die pretty quickly.  Oxygen is needed along with sugars to power cellular respiration in order to create ATP, which is the body's energy supply.  

But the non-technical definition is simply that if you don't have oxygen, you have no energy, so *everything* shuts down.
