    A "signal", a voltage with energy has power. The two terms are related by time, so a signal with 1 mW of power has 1 mJoule per second, with the mJoule being the energy.

    A ramp is just a waveform, a voltage waveform. It can be a signal, depending on how it is to be used. It also has power and energy, as explained above, as long as it has a voltage across a resistance.
