Why am I hearing about 13 signs not 12 lately?

Apparently they are the "traditional" constellations, and the names like "Capriconus" are the officail names. So there are actually 13 constellations that somebody can be born under, Ophiuchus is actually a sun sign and everything else, it's just not in the tropical zodiac. (Even though it's said that the tropical zodiac is inaccurate)
