Why am i paying for water in advance.?

Why is it that my water supplier bills me in advance for water, and then tells me 3 months later that there is a shortage of water and i must cut back on my usage. They never offer me a refund.

Suppose we all payed for our electricity 6 months in advance and then 3 months into the year we were told there is a shortage of electricity and we have to stop using so much?? no one would like that - but we accept it when our water suppliers do it.

I suspect that they are selling the water twice - once to me in advance, and then again to industrial users.

  2. Water and Sewerage rates are weird - like you, i question WHY we have to pay in advance. We all know how far we would get if we asked our employers to pay us a year in advance.  How can it be possible for the Water Companies to take someone to court for non payment for something has has not yet been supplied.

  3. Go on a water meter and pay in arrears. There is a lot of confusion about this and people say it isn't worth it. I switched over a year and half ago and use a lot of water probably more than most and my bills have been cut by more than half I was paying before
