Why is it that my water supplier bills me in advance for water, and then tells me 3 months later that there is a shortage of water and i must cut back on my usage. They never offer me a refund. Suppose we all payed for our electricity 6 months in advance and then 3 months into the year we were told there is a shortage of electricity and we have to stop using so much?? no one would like that - but we accept it when our water suppliers do it.I suspect that they are selling the water twice - once to me in advance, and then again to industrial users.
