Why are Republican spokespeople using the statement "all people believe..." Why are Republicans generalizing?

Every day, all I hear is Republicans speaking, but when they speak, they are saying "all people believe..."

such as "all people believe in lowering taxes for everyone"

or

"all people believe McCain's experience is the most important issue"

... it seems that Republicans are spewing out their own thoughts, but using the words "all people believe..." on TV, to subconsciously try to make people think the rest of america is thinking a certain way....

I'm just really getting tired of turning on the news and hearing Republicans try to have a rational discussion, but it's impossible, because they generalize America and say "all people believe...."

what are your thoughts on this? are Republican spokespeople and the Rep Media trying to make the American Public believe something that is not the truth?
