  2. Its to do with keyboard mapping.

    Some countries have the Shift 2 character mapped as ", some as @.

    This is normally set in the autoexec.bat file in DOS to set the correct keyboard layout i.e UK 101 or similar.

    # is often another one crossed around so it can get confusing if the mapping is incorrect.
