  1. A blizzard has winds of at least 35 MPH with blowing snow resulting in reduced visibility.  The reduced visibility results in motorists not being able to see the road due to whiteout conditions.  In these conditions it is also possible for a person to get lost in an open area and not see where he is.  Snowdrifts can also develop.  The high winds also cause wind chills in which a person can develop frostbite and hypothermia.  Blizzards can cause other problems as well.  Strong winds and heavy snow can result in power outages.  Also pipes can freeze and fuel supplies may be cut off.
