Why are chloroplasts aggregated at the periphery of the Elodea cells?

I am doing an experiment involving Elodea cells and this question stumbled me. Please help me out with this. Thanks.

  1. They are along the outside of the cell because the cells have a large central vacuole (full of water) that takes up the center of the cell.  The vacuole pushes the chloroplasts to the outside of the cell.
