Why are cigarettes like Marlboro using new cigarette papers?!?

I know they've been like this for some time now but it's really pissing me off! I have to keep relighting my cigarette and it's annoying as all h**l.

thats the whole idea behind the new papers to reduce fires from smoking materials it so you cant just sit them down and let them burn
