Why are cost per output and cost per outcome calculations valuable to a human service agency?

in gist - its value for $$.  without cost per output/outcome,  our margin of profit will suffer and the bosses wont be able to buy their mercedes!

IN human service agency - if its not-for-profit - then its a different story.  we r in such social service for the benefit of mankind/society. hence value for $$ is important so that public funds / donations get their real worth.  or we would be wasting $$ and then the public will stop donating.  

eg in such agencies,  we hire the least number of pple to get the most of productivity.  or the ratio of one staff to x number of clients shld be at its optimum without sacrificing quality of service
