Correction to the second answer: ferrets arent wild, actually theyve been domesticated longer than cats, so thereason isnt thats they want ferrets to stay wild.  

Another reason is people see them like a guinea pig or a hampster and dont take it to the vet for checkups and vaccines like a cat.

The state of California says because they pose a threat to native wildlife, the agriculture interests of the state or to public health or safety are termed "detrimental animals".

They are worried about the effects of escaped or released pet ferrets. Many people will go out and buy a pet on impulse without doing the research. When they find out that having a ferret isn't what they thought of when they saw it at the pet store, sometimes people will release these animals after they can't find a new home for it. This also applies to animals such as snakes, which are now causing huge problems down south with the native wildlife. However, I do find that ferrets would not cause much of a problem in California. But the state fears for the safety of it's wildlife, since there are many species that are in trouble. They also fear that they will attack and bite people, since some ferrets can be pretty fierce. So, instead of dealing with all these issues that would have probably never have arisen, they just banned them for good. I believe that ferrets are also illegal in the state of New York for the same reasons.

The most retarded I have heard is that they could get loose, start breeding, and kill off the wildlife.

1) Ferrets can't live wild in most parts of CA cause of the climate

2) If this was really an issue then why aren't cats illegal?

Actually tons of people DO own ferrets.  My friend does.  Theres a little thing called the ferret railroad (I think).  These are stores, vets, and other people who own them in secret.  These vets will also treat your ferret

they are worried that ferrets will do harm to natural wild life. They will lower population of other rodents such as rabbits, and other rabbit like animals. And can cause disease among deer, and all other wild life. Many factors play apart in making ferrets illegal most of which involve the other wildlife.
