  1. The fibers in fiber optic are glass.  Glass does not conduct electricity.

    High voltage transmission lines have protected easements and path ways.  They are also monitored and inspected on a regular basis.  It is a good business practice to make use of this infrastructure for additional uses.  Since the fiber optic glass is not effected by the electricity it may be strung directly along side of it.  In fact it may be placed inside of the neutral power line.  This fiber path may then be used by the power companies for internal monitoring and communications.  These reduces operation cost by eliminating the need to have phone lines built out to remote locations.  The fibers, or the pathway may also be resold, or leased to telecommunications companies, such as phone, CATV, and data providers.
