could be because of the terrible plane disaster in Spain . they have 3 days mourning

It is common to fly the flag at half mast for the day or two after the death of a member of Congress, so it may be because of the death of Representative Stephanie Tubbs Jones. I'm in Washington DC and the flags here are also at half mast.
