  1. Less weight on the horse=faster horse

  2. Jockeys have to be a certain weight as a rule.  This helps the horse gain speed.  Small voice.. most, not all.  Jerry Bailey now retired has a normal voice.

  3. In any particular race a horse must carry a certain weight - in the Derby or Belmont Stakes it is 126 lbs. You wouldn't put a jockey who weighed 140 lbs on your horse because it would be added weight that would probably slow down or tire the horse.

    126 lbs is probably the most weight a horse typically carries. Many races are set at 119 lbs or other such number. If a jockey and his equipment weigh less than the specified amount weight is added.

    Sometimes a horse is allowed to carry a few pounds less than the top weight. For instance if a horse hasn't won 2 races other than a maiden or claiming race he can carry a couple pounds less. This weight allowance would be specified in the 'conditions' of the race.

    Often an apprentice jockey is given a 5 lb weight allowance - their relative inexperience is a disadvantage so they are given a break in the weight they must carry.

    If a jockey is 2 pounds overweight then he is considered to be '2 lbs over'. If a jockey is 3, 4, 5 lbs or more over he probably won't be getting too many mounts.

Well, most are born that way, it takes a select few to become jockeys and they must meet the correct size to get on a horse to not weigh the horse down...jockeys are important, sure the horse gets all the glamor and press but you have to have a good jockey, too. As for the voices, that's the way they talk, they aren't on helium or anything it's just a thing that comes with being short guys.
