Often the kids who seem to have it all together an think they're better than everyone else actually have serious self-esteem problems. They're just trying to get attention any way they can, and if others think it's funny when they're mean, it gains them acceptance. I am a teacher and we will have students in friendship groups, and often what comes out is a lack of social skills and a deep need for attention.

Everyone is trying to fit in, and unfortunately kids learn from watching their parents that we as humans tend to band together with the people who are most like us, and in so doing create a society where not everyone belongs.  Humans are like all the rest of the animals, some are dominant, and others are food.  We just happen to be smart enough to recognize it, but not smart enough to not do it.

It doesnt really get any better as an adult.  Anywhere you work, there are people who like to talk about their co-workers and put others down for being different.

I am a retired public elem school teacher, and kids as a whole have a pecking order, It isn't nice and has to be "un-taught" but there is something about school aged kids that they seem to pick on the underdog or the oddball. But that is why there has to be discipline and this kind of behavior NOT ALLOWED. CONSEQUENCES NEED TO HAPPEN

I pretty young, but a lot of kids are very cruel to me.  It is probably because they think it's funny.  Also it makes them feel good about themselves, even to adults or younger kids.  They are losers, though, even though they think they are cool.
