Why are mariachis only seen on special occasions?

why not ask this question in the 'Dining Out' or 'Entertainment/Music' section?  It's very out of place here in this section, since it's to discuss special education concerns, like Learning Disabilities, Autism, Down Syndrome, etc.  

But to answer your question, I don't think they only appear on special occasions, people request their services for special occasions.  They are generally in restaurants or locations on the weekends and people will pay them to play special songs, like birthday or love songs to impress a date or for family to enjoy.
