this is a complete guess, but possibly because men typically have less body fat then women so instead of using fat to hold in heat they use hair?

The hormone is DHEA which stands for dihydroepiandrosterone which is converted to testosterone.  Since men have more testosterone, they produce more  DHEA.  But there are some pretty hairy women.  They have an enzyme defect which converts testosterone faster than in normal men so they produce a lot of DHEA even though they have lower levels of testosterone.
