Why are movies in the states rated so much higher than in canada??

like superbad was R in america, but it was 14a in canada. tropic thunder is rated R in america, but its rated 14a in canada. lol i can go on and on. why is this??

The ratings systems are completely different between the states and many other countries, including Canada. America is very... cautious with it's ratings, where as other countries are a bit more liberal.
