Why are my two Goldfish creating bubbles near the top of the water level in their fish bowel?

because fish bowl one day feed water already deteriorate air pump with air stone will be better their oxygen level not water quality  you need a tank with filter not bowl with airstone with airpump.  They are creating bubbles due to low oxygen in your fishbowl two goldfish in fishbowl small size around 3 to 4 hours they already gasping

Most likely the water is low on oxygen and they are breathing at the surface to get more oxygen. You might consider an airstone and airpump to make bubbles to give them oxygen, or a filter that circulates the water. Either of these will make the water move to increase the oxygen levels. Id goto your local aquarium and ask what they have.

They are blowing bubbles/gulping air at the top because they are in a bowl and not a proper tank. They are gasping for air. Even if you plonked in an air stone it would still not be enough.

Smoochy and Lucky will be lucky to live even a fraction of their 20+ year lifespan unless you get them a 25-30 US gallon minimum tank which is over filtered, fully cycled and well oxygenated.

A bowl does not, in any way, provide adequate living conditions for a fish. Think of it like keeping a St Bernard puppy in a small sealed box under the stairs, feeding twice a day, never removing it from the box, and only cleaning it once a month. It wouldn't be a nice environment would it? And it wouldn't last too long either. And unlike with the poor old goldfish, you'd be arrested/fined for animal cruelty.

Why are they in a fish bowl ?! Bowls are for food, not for for goldfish unless you plan to fry them and have them for supper. Even if the bowl is 20 gallons, it is not enough. Bowls get dirty easy and goldfish are rated the fish that produces the most waste, which creates ammonia. Second, goldfish need tons of air to survive. Think about how you would feel if you were trapped in your closet, living with no air and in your f***s and urine, until some one cleaned it out. Bowls let in nearly no air because they have such a tiny opening, and air can't get in the small opening. They are creating bubbles because they can't breath. Get them to a 20 gallon tank at least! Goldfish are living creatures, remenber, and they have the should have the smae rights as humans.
