Why are my two budgies flapping their wings?

I have two budgie birds and they are alwasy flapping their wings.

One does it then the other starts.

Does any one know why they do this?

All  birds do this for exercising.

They're stretching/exercising.    A lot of flight time will help them with this, they enjoy being out and about.

its because they want to fly. you should let them have daily time out of the cage even if its just for an hour and they will love it
