Why are new buildings made with windows that don't open or close?

Doesn't any one like fresh air anymore? Why if there is a fire?

Due to central heating and cooling concerns, widows that are left open add a burden to the HAC system.   Windows that open also create a security threat.  There are windows that are double  paned to reduce heat transfer across the glass, so you do have a view that is more energy efficient.  /windows that don't open are cheaper to build.

  4. to just let the sun in and something else i just forget i learned it in school

  5. safety issues.  It keeps people from falling or jumping out of them.   Seriously.   Has nothing to do with fresh air and in a fire it deprives the fire of oxygen.
