  1. Because the school is paid for out of taxpayer money. Out-of-state students don't vote in that state, so politicians can feel free to raise out-of-state tuition as much as they like in order to lower the in-state tuition of the taxpayers, without fear of repercussions in the voting booth. Besides which, in-state families are already paying money to support the school, via their taxes, so the tuition difference isn't as great as it at first seems.


  2. In-state students pay less because part of their parents' income tax also goes to the school.
