Why are people beeping at my car on the streets of LA for no reason at all?

Recently, there has been a phenomena, in LA, people have been honking their horns at innocent people in other cars as they drive by. They can be anywhere on the street, turning, going the opposite direction anything. There always seems to be an evil feeling left behind. Is it an undercover racist initiative? All the people I've seen have been Hispanic Beepers. Whats going on? Any clues, I think this may be a word of mouth, "Do this to people...hahaha" kind of thing.
