Well, not everyone does,or at least some try not too. but those who do are (I presume) just not very intuitve about the feelings of others, or are too caught up with their own problems to think about others, and some just dont care. It usualy takes something bad to make people work together, and then, when the problem is fixed, they go right back to their old ways. People are just sometimes selfish, even generous ones. We dont live tribaly anymore, its everyone for them selves, No one wants to think about the trials of their neighbors. Its sad, really. We are made to be tribal, but everyone closes themselves up into their own castles at night, This is supposed to be the role of churches and organizations, but these are getting rarer all the time, does anyone even become a moose, or an elk, or a lion anymore, Our parents and grandparents did, but not so many of us. Perhaps we need to start renewing these type of organizations again, to improve our sence of community.

People presume, because they dont know, And they dont know because they dont spend enough time with others to get to know them, except at work, and thats not the same as fraternizing.
