because if they do not have some one by with a credit card most likely people without credit card won't pay. and if they have a credit card they can automatically have their money up front.  it's a goverment thing.

Because without proof of their name no one has any idea who they are. If they start spamming or sending p**n or hate mail Yahoo doesn't want to find that they have no idea who that person is. The credit card is proof of their identity.
