  1. We don't punish people. We rehabilitate them and let them go. The prisons are way to nice.

  2. Because every generation, there are more people having more children with no clue as to how to raise them. Coupled with the fact that the prison systems have become so lax, they are not much of a deterrent, many of the "role models" of todays youth glamorize drugs, killing and doing time.

  3. don't worry about it.

  4. Recidivism is high because penalties are low...and often you can get right back out on the street again for time served.

  5. Babies having babies, single parent families, no man around. No parenting skills. Messed up judicial system that keeps giving them breaks.

  6. Lack of a cohesive, comphrensive social contract.  People do not have remorse for illegal actions merely remorse for being caught and punished.  Since no action is right or wrong, moral or immoral, merely legal or illegal and no thought of a reward or punishment beyond the here and now there is no reason to change just motivation not to get caught again.

  7. No real attempt at reforming or educating.
