Because their fathers are bald!  Balding is genetic- genes for balding get passed down from generation to generation, and it becomes more widespread.  It is probably more common in certain populations of Russians than in others.

I think you are wrong . I am russian and I don't find it. But it can be strange fashion from 90's when it was gangs here. Or also it can be skinheads whicn in power now too. Or finally they are just from govenrment who you can see on TV  and they look like that in every country (bald and old). Who go abroard more than normal people? Most of them were mafia. They are bald often. If you mean someone from real. I hope I helped.
