  1. They don't happen in some deserts.  Some, but not all deserts are sandy.  When it gets very windy, there can be sandstorms.  These are due to the presence of wind and sand.

The Sahara and drylands around the Arabian peninsula are the main source of airborne dust, with some contributions from Iran, Pakistan and India into the Arabian Sea, and China's storms deposit dust in the Pacific.
