Why are tennis players able to hit a ball faster than I am legally able to drive a car?

I'm currently watching the French open semi final between Federer and Monfils and Monfils hit a ball at 200km/h and I wondered why is that allowed? Is it not more dangerous than driving a car at those speeds because of the accuracy?

The sheer speed astounds me!
