Why are the RECs always broken?

It really ticks me off that Yahoo can't fix the REC feature.

  1. Considering how many times the rec's have been turned off in the past, I suspect they have been removed deliberately.

    Whenever I turn in a question to support about broken functionality in Messages, they always send back some nonsensical form message, and do nothing.
