Why are the message board rules never enforced?

Question

Someone breaks the rules (offensive/obscene language), I report them, and Yahoo! doesn't do a thing (the e-mail account is still there) Any reason why the rules are never enforced?

Do you get offended that easy?  If not then why report them? If you see nothing is done then let it go....
