It's not necessary narcotics that they're on.  Not all of them are high on Vicodin and Percocet like what Cindy McCain stole.

Some of them have botched facial surgeries.  Too much botox injected in the wrong places have paralized their face muscles.  They simply physically can't properly form their words anymore, not without full movement in their lips and cheeks.
