  1. The name constable covers a lot of things. In some counties they serve warrants or court papers. In some counties they part of a precinct system and are for hire (contract) police that communities use to supplement local police. Some places they are court officers only. Some states they are volunteers that have little or no police powers. The list of what they are and thier powers goes on.


  2. Because, Constables can often serve arrest warrants, search warrants and civil papers regarding the township that they are assigned to.  Sometimes the Sheriff's Department will not have time to serve, nor are they obligated, to serve township papers.  Also, most city police departments do not have anything to do with the civil process (i.e. tax warrants, foreclosures, etc).  I hope this helps.
