I suppose there are points and levels in order for people to use this service, as it is a great resource (kind of like an encyclopedia of answers), and it's more personal compared to just Googling your question.  As far levels are concerned, Yahoo Answers FAQ states that the levels discourage abuse, in that people who are serious about using this service have to work their way up to a level (i.e. level 2) if they want to be able to vote etc...  In order to do that, they have to answer questions, and while not all answers are very helpful or relevant, it does show some degree of loyalty to the service.  The points are there, I suppose, to encourage people to use the service.  It's all psychological - most people love point and rewards systems, as it can be fun and challenging.
