  1. A Real Time system is expensive to install.

It requires transponders at various locations to pick up signals from each bus. Each bus must not only be fitted with devices to transmit this signal, but there must be a system of vehicle identification AND a means of determining on which schedule the bus is operating. This is usually effected by the ticket machine which is set up by the driver at the beginning of a journey with unique journey identifiers.

The system also requires a central computer and display units at each bus stop.

In short, it is a highly expensive system which requires massive infrastructure expenditure.

  2. depends what system you are talking about

Santa Monica does have placards tellin when the bus is due

as does Culver city (at certain stops)
