Why are there railroad crossing arms at Intersate 16 ramps?

Those arent railway crossing arms. Those are gates. When there is an approaching hurricane or other tropical storm, those gates lower to make it easier to get traffic OUT of the area, and prevents it from coming IN.

At least, thats what I heard.

Where would that be, and what are the circumstances?   Are there any tracks around, or a drawbridge, perhaps?   Or, all they on all the ramps along I-16?   It may be they resemble railroad crossing gates, but are a form of traffic control.
