  1. They are called drainage ponds.

South Georgia is like North Florida. We are VERY close to sea level. In order to build the roads and buildings high enough to avoid flooding they need fill dirt to build on and low areas to capture run off. So, we get man made ponds. Many of them have storm drains running into them.

The fountains you see in the ones close to buildings are to aerate the water to keep it from going stagnant and stinking up the place. The fish in the ponds are there to eat the algae and keep it from turning into a scum pit. Many of them are managed by guys in pickup trucks with little boats that go in and test them for whatever they test for.

    I hope that explains it.

    Good luck.
