Very simple, a lot of people must speed in that area poseing a danger to the neighborhood.

Cos the police are short of cash. They're never where there's been a lot of accidents, that would be too obvious.

Perhaps you live in an area where a high amount of people speed.

Maybe you live in whats known as a blackspot, where there are a lot of deaths or crashes.

It could be that lots of residents in that area have made complaints about cars speeding so this is the best way to deal with it.
