Why are these morons employed?

The other day dueto high winds they closed 50 miles of the M6 .Can someone explain to me why they only closed the north bound side? Is the central barrier a bloody windbreak now or are our traffic police total bloody morons?

we shut the carrageway because a high sided wagon whent over and it was not safe for the traffic to go through it was shut because we had to clean it up and repair the central reservation
