They are primitive people who have never seen an airplane before and have painted themselves with pigment, possibly hoping to scare it off.

EDIT - According to Survival International "The story is not a hoax, and none of those involved in working to protect these Indians’ rights have ever claimed they were ‘undiscovered’."

They were previously known about, but reject contact with the outside world.
