They are small to stop fatties getting in them. Mainly Americans who come over here & take all our food.

Unless you want to eat & poo at the same time, it makes room for more tables & more tables mean more hungry people & that means more $$ to spend on stupid stuff like Beemers.

The reason for small cubicles is: the restaurant needs all the space they can get for tables to seat as many patrons as possible. A toilet doesn't make them any money. The codes will govern how much space is to be devoted to toilet facilities and the owner will stick close to the minimum.
