Because they dont sell as many as the horizontal models.  The same amount of time went into designing both models.

Manufacturers have reduced production costs, because they can puchase greater volume parts for the horizontal models than the vertical models.  Since more houses have double hung windows than sliding windows, they will sell more horizontal  models.
