  1. They aren't. The FDA has no legal authority in the matter. There was an attempt to redefine them as a nicotine-delivery system a few years back, but it failed to gain Congressional approval.


  2. No cigarettes are APPROVED by the FDA.  It is well recognized that smoking cigarettes is bad for you and causes, for example,  emphysema and lung cancer.  There is a label on every packet of cigarettes warning you about one of the many dangers of smoking.

  3. Tobacco is not FDA regulated yet. However, many congressmen in the US are trying to pass a bill which will give FDA the authority over tobacco companies. My fear is that this bill might not pass ( worse case of Bush's veto on it ) and in general the government cares more for the tax revenue that is generated by tobacco sells and since, the public health care of USA is not public funded it just does not concern the US government much.

    I suggest to You, call your congressman/woman and ask him/her will he/she vote in favour of this bill ? And You can also start awareness campaign to encourage others to do the same.

  4. Some have very bad toxins that are present in the tobacco which would be very harmful and could do damage in short amount of time. The filter paper has to be a special material to prevent certain toxins entering into the mouth.
