Why aren't ICL players allowed to play international cricket?

if an ICL has the ability to be an internation player for the indian team..why isn't he allowed?

ICL is organised by Essel Group of Companies, which is a private group.  Since BCCI is the governing body for cricket in India and as ICL started their programme without taking approval from BCCI, they took a decision that no player taking part in ICL will be eligible for selection in Indian Team and other official matches.   This decision has been supported by ICC also.  Hence the cricket boards of other countries also enforced the same ban on their players.
