  1. I'm going to assume that you have these planted in the ground rather than in a pot.

There are a number of things that could be going on here.  The initial problems could be:

    ~Are they in full sun?

    ~Do they get enough water?

    ~Have they been fertilized?

~Exactly what kind of red pepper is it.  If it is supposed to be a red bell or a larger sweet red pepper, that is a very short plant for this time of year.  If it is some type of small red hot pepper, then the plant height isn't necessarily such an issue because some hot types are very small plants.

If these are not the problem, them my guess is that it is just the year.  I know that the peppers in my own garden (and just about everything else) here in the Midwest are not growing like usual.  It was a cool, late spring and now we are having a cool, wet summer.  It could be that your peppers are simply mixed up by the odd climate that this summer has given us.

Do you have bud or flowers on your plants?  If not, then I would give them a shot of fertilizer.  This will help give them some height and food to put into making buds for flowers and evenutally fruits.

    Hope that helps you out!
