Why aren't there end quotes?

I'm reading an article that is basically an interview in paragraph form. Each of the paragraphs starts with a quotation but ends with a period....no end quotes. There are a few pages that look like this:

"blah blah blah words words blah blah blah blah blah blah words words blah blah blah blah blah blah words words blah blah blah blah blah blah words words blah blah blah.

"blah blah blah words words blah blah blah blah blah blah words words blah blah blah blah blah blah words words blah blah blah.

"blah blah blah words words blah blah blah blah blah blah words words blah blah blah.

"blah blah blah words words blah blah blah blah blah blah words words blah blah blah blah blah blah words words blah blah blah blah blah blah words words blah blah blah blah blah blah words words blah blah blah blah blah blah words words blah blah blah blah blah blah words words blah blah blah blah blah blah words words blah blah blah blah blah blah words words blah blah blah.

What's the deal with this?

  1. it's the same person talking, but they're starting a new paragraph to break up the page. " on the end would mean that person has stopped talking. the " is at the start so you know it's still speech.
