Why aren't we allowed to dollar vote and buy a lotto ticket at the same time as in make mine a health or r&d1

When buying government's addicted lotto etc. tickets I should be able to specify health, arts, r&d, international aid various agreeable ( to a group ) catagories. EH?!!!!!!!!!!!!!

if i got what you are saying right i think its a great idea. let the person who buys the ticket decide where the tax portion goes. i bet they would have to find another source to fund the war
